The structure of our firm is intentionally lean and modeling the Human-AI partnership. We go beyond traditional consulting to help organizations orchestrate how work gets done, using AI responsibly and strategically to drive clarity, agility, and measurable value. Although people run the decisions and "show", at Prairie Business Evolutions, our very operating model is one human partnered with one AI agent or entity.

About our Founder

Founder and Chief Orchestrator

Jake Finger is the Founder and Chief Orchestrator of Prairie Business Evolutions, where he works at the intersection of human systems, organizational design, and emerging human–AI partnership. His work focuses on helping organizations navigate complexity without surrendering judgment, accountability, or institutional trust.


With more than 20 years of experience across public sector leadership, enterprise workforce transformation, and complex operating environments, Jake brings a systems-oriented perspective to how organizations evolve. His foundation in Human Resources is not transactional, but architectural, spanning workforce design, performance systems, compensation strategy, governance, and decision accountability. This grounding allows him to see where traditional models no longer reflect reality, and where new forms of discipline are required.


Jake’s career includes senior executive leadership roles within the State of Colorado, most notably as Executive Human Resources Director for the Colorado Department of Revenue. In this role, he led large-scale workforce and compensation transformations, restructured HR operating models, and navigated high-stakes labor, regulatory, and public accountability environments. His work reduced systemic inefficiencies, stabilized workforce risk, and restored trust in decision processes that affected thousands of employees across multiple agencies.


Earlier in his career, Jake served as a Senior People Business Partner supporting statewide workforce planning, job architecture, and compensation frameworks across 32 government agencies. He led enterprise-scale job and pay structure redesigns, addressed chronic vacancy challenges, and built governance mechanisms that balanced equity, fiscal responsibility, and operational continuity.


Before entering public sector leadership, Jake retired from the U.S. Army, overseeing global human capital operations across three continents. His military experience shaped his approach to leadership under uncertainty, accountability in high-consequence environments, and the disciplined coordination of people, systems, and mission.


Over time, Jake’s work quickly evolved beyond archetypical HR boundaries as he recognized a deeper shift underway: organizations were increasingly relying on systems, data, and intelligent tools without corresponding advances in governance, judgment, or role clarity. Prairie Business Evolutions emerged from this realization, not as a rejection of HR, but as its natural extension into a broader discipline of Human–AI Orchestration.


Jake holds a dual Master of Science in Organizational Leadership with concentrations in Human Resource Management and Strategic Project Leadership, a Bachelor of Science in Psychology, and is SHRM-SCP certified with Six Sigma Black Belt credentials. His work today emphasizes restraint as much as innovation, designing environments where intelligent systems support human reasoning without becoming oracles, and where progress does not come at the expense of legitimacy.


His ability to work directly with AI systems and automation tooling ensures that governance, orchestration, and role design are grounded in operational reality, not vendor promises or theoretical models. At the core of his work is a long-term commitment to preparing organizations, and the generations that will inherit them, for a future where human judgment and intelligent systems must evolve together, deliberately and responsibly.
